Submit bulk wallet transfers

Processes multiple inter-wallet transfers either atomically (all-or-nothing, max 500) or non-atomically in the background (max 500 000, results emailed to the caller). Both fromWalletId and toWalletId are required per entry; an optional uniqueId prevents duplicates. Non-atomic responses include a bulkTransferId for polling progress.
