Broadcasts a generic event to every service on every JVM in the cluster. Each service decides whether the eventType applies to it (for example eventType 'reKey' with eventData being a bound TCP peer name forces a key exchange on the JVM that owns that peer). Restricted to GLOBAL_ADMIN and GLOBAL_TECH_SUPPORT.
