Use a card on file in a HTTP request to a permitted partner API

This is a generic way of initiating a HTTP request to a permitted partner where Eclipse will replace cardholder data tokens (pan, expiry, cvv etc) with the actual card data. This allows finegrained control of calls to payment gateways without the Eclipse tenant needing to be PCI compliant as they will never be exposed to card holder data.
