Execute bulk wallet transfers from a tenant wallet

Processes a list of transfers from the specified wallet, either atomically (all-or-nothing, max 500) or in the background one-by-one (max 500,000). Non-atomic results are emailed to the caller and a bulkTransferId is returned for status polling.
